I think that type of disclosure is typical for insurance purposes for a film or series. If production goes down because one of the talent has an episode there needs to be the proper type of insurance coverage in place to cover the production losses.

Hall seems like his own worst enemy. He turned down Duckie in Pretty in Pink and Cameron in Ferris Bueller which were both written for him thus alienating John Hughes. then apparenlty turned down Full Metal Jacket because of money. Or perhaps he was fired and just denies it.
